Online Courses

The online-cours­es of the Hei­del­berg Insti­tute for Glob­al Health were devel­oped to offer par­tic­i­pants full flex­i­bil­i­ty to com­plete the cours­es at their own pace along­side their pro­fes­sion­al duties. The cours­es all run via the eMu­ndus plat­form and can be accessed at any time once reg­is­tra­tion is com­plete. The cours­es have a mod­u­lar design, with each mod­ule con­tain­ing lec­ture videos, case stud­ies and self-tests. We also orga­nize reg­u­lar video chats, which give par­tic­i­pants the oppor­tu­ni­ty to engage with our experts direct­ly. Once reg­is­tered, par­tic­i­pants receive detailed guide­lines on how to nav­i­gate the cours­es and can ask both tech­ni­cal and orga­ni­za­tion­al ques­tions in our course-spe­cif­ic forums. The online cours­es can be tak­en indi­vid­u­al­ly or as part of the cer­tifi­cate in social pro­tec­tion.

In Coop­er­a­tion with AOK-Inter­na­tion­al Con­sult­ing

This course intro­duces the social pro­tec­tion and relates it to inter­na­tion­al con­ven­tions and their reflec­tion in the nation­al leg­is­la­tion. Con­cepts and means to pro­tect the poor and vul­ner­a­ble are devel­oped. The course explains the ori­gin and the his­to­ry of social pro­tec­tion in Europe. It relates the social pro­tec­tion to pover­ty in Europe and the struc­ture of soci­eties. As the course orig­i­nates in Ger­many the coun­try with the old­est manda­to­ry health insur­ance a spe­cial atten­tion is paid to Ger­man health insur­ance, includ­ing also five oth­er manda­to­ry insur­ances exist­ing in indus­tri­alised coun­tries.

By the end of the course the par­tic­i­pants should be able to:

  • under­stand the polit­i­cal, eth­i­cal and soci­etal impor­tance of social pro­tec­tion
  • to under­stand the dif­fer­ent aims of and approach­es to social pro­tec­tion
  • to con­sid­er the sup­port­ive effects of the gen­er­al nation­al leg­is­la­tion
  • know the his­tor­i­cal devel­op­ment of social pro­tec­tion in Europe
  • know the extent of vul­ner­a­bil­i­ty and pover­ty in indus­tri­alised coun­tries
  • learn about the dif­fer­ent approach­es to social pro­tec­tion in dif­fer­ent sys­tems
  • know about the organ­i­sa­tion of the dif­fer­ent manda­to­ry insur­ance schemes -be able to explain the ben­e­fits of the each branch of social insur­ance
  • under­stand the finan­cial impact on the gov­ern­men­tal bud­get and the indi­vid­ual income.
  • know the cat­e­gories of qual­i­ty and the steps of eval­u­a­tion

The course is offered as a self E-learn­ing course, pro­vid­ing a flex­i­bil­i­ty to the stu­dents to enter and com­plete the mod­ules at their con­ve­nience. It uses a mix­ture of pro­vi­sion of con­tent in lec­ture modus, case stud­ies on a prac­ti­cal impli­ca­tion of the con­cepts, self-test ques­tions, case stud­ies. Two elec­tron­ic plat­forms for orga­ni­za­tion­al ques­tions and tech­ni­cal ques­tions give at any time the oppor­tu­ni­ty for direct con­tact to the main tutor of the course and tech­ni­cal experts, who are ready to answer ques­tions and give addi­tion­al input in case of need. The course is with 60h stu­dents invest­ment time, incl. mod­ules com­ple­tion, read­ing mate­ri­als, dis­cus­sions on the online plat­form, pos­si­ble chats with tutors or experts.

Par­tic­i­pants’ learn­ing will be assessed on:

The course is orga­nized in four main mod­ules.  It gives very com­pre­hen­sive overview on the role of eco­nom­ics in deal­ing with scarce resource and fair allo­ca­tion of goods and ser­vices in health care. The course pro­vides an intro­duc­tion into mea­sur­ing the flow of funds in a health sys­tem through dif­fer­ent forms of health care financ­ing arrange­ments. It dis­cuss­es why health care should not be left to the mar­ket allo­ca­tion mech­a­nism and why gov­ern­ment might inter­vene. The course reflects on uncer­tain­ty both with regard to acci­dent or dis­ease and the effec­tive­ness of treat­ment and what this means for financ­ing health care. Health insur­ance the­o­ry and in par­tic­u­lar­ly moral haz­ard and adverse selec­tion are dis­cussed. The major forms of financ­ing health care are reviewed, includ­ing the role of pri­vate health insur­ance. One mod­ule reflects on Uni­ver­sal Health Cov­er­age and the need for a moral basis when jus­ti­fy­ing large-scale gov­ern­ment inter­ven­tion. The course looks at many prac­ti­cal aspects that need to be con­sid­ered when set­ting up a health pur­chas­ing organ­i­sa­tion. 

By the end of this course par­tic­i­pants should be able to:

  • Under­stand key con­cepts of eco­nom­ics and explain the key role of equi­ty when it comes to pay­ing for health
  • Explain key con­cepts in insur­ance the­o­ry
  • Argue why health financ­ing needs an eth­i­cal basis to jus­ti­fy gov­ern­ment inter­ven­tion
  • Describe finan­cial con­se­quence of health care and under­stand the rea­son­ing behind actu­ar­i­al analy­ses
  • Explain the idea behind devel­op­ing a ben­e­fit pack­age and dis­cuss the con­cept of Uni­ver­sal Health Cov­er­age in the con­text of health insur­ance
  • Describe the con­cept of fis­cal space and why it is need when expand­ing cov­er­age

In Coop­er­a­tion with Nation­al Eco­nom­ics Uni­ver­si­ty, Viet­nam

This course pro­vides very com­pre­hen­sive review of the gen­er­al fac­tors of demo­graph­ic, epi­demi­o­log­i­cal and soci­etal tran­si­tion with aged-focused devel­op­ments in life-expectan­cy, mor­tal­i­ty, fer­til­i­ty and migration.The role of labor mar­ket and gen­der-aspects of eco­nom­ic and social frame­works are explored. It rep­re­sents the assess­ment of pos­si­ble pol­i­cy respons­es as regards fea­si­bil­i­ty and effec­tive­ness. The course gives an overview of the types of financ­ing pen­sion schemes and the mul­ti-tiered struc­ture of pen­sion systems.The stu­dents are intro­duced to the prin­ci­ples of pro­jec­tion tech­niques with a focus on major scheme char­ac­ter­is­tics (design, cov­er­age and retire­ment age), mod­el­ling of pen­sion sys­tems adjust­ments to project the impact on pen­sion ben­e­fits, the pen­sion for­mu­la or min­i­mum pen­sions pro­vi­sions for old­er peo­ple. Overview and case-stud­ies of the state of the sit­u­a­tion of pen­sion sys­tems in Asia are includ­ed. The issues on lev­els of gov­er­nance in pen­sion schemes, inter­re­la­tion between pen­sion sys­tems and the polit­i­cal struc­ture and cor­rup­tion in pen­sion sys­tem are dis­cussed.

The course will enable the stu­dents to:

  • sketch the effects of pen­sion schemes on the econ­o­my as a whole
  • dis­tin­guish the dif­fer­ent dimen­sions of pen­sions systems;-compare pub­lic pen­sion sys­tems, employ­ers’ pen­sion funds and per­son­al pen­sion plans
  • apply sim­pli­fied mod­el­ling tech­niques for fore­cast­ing the finan­cial impact of reform sce­nar­ios on pen­sion schemes
  • appraise the role of gov­er­nance in rela­tion to pen­sion schemes
  • judge on issue of cor­rup­tion in rela­tion to pen­sion schemes.

In Coop­er­a­tion with AOK-Inter­na­tion­al Con­sult­ing

Con­trol­ling means prepar­ing facts with the aid of num­ber-based analysis.The con­trollers or the com­pa­ny man­agers must draw the right con­clu­sions from the data collected.In this course the stu­dents will see how con­trol­ling can be orga­nized and explains which dif­fer­ent forms of con­trol­ling exist. This course presents the var­i­ous instru­ments of oper­a­tional con­trol­ling at health insur­ance com­pa­nies (HIC), what con­sti­tutes management/control dur­ing the year and what activ­i­ties and instru­ments are behind them.The Con­trol­ling Infor­ma­tion Sys­tem used at HIC is an appli­ca­tion for the holis­tic sup­port of con­trol­ling as a man­age­ment instru­ment. The strate­gic-process in a health insur­ance com­pa­ny, the prin­ci­ples of imple­ment­ing and report­ing of the strate­gic con­trol­ling are pre­sent­ed.

By the end of this course par­tic­i­pants should be able to:

In Coop­er­a­tion with Maas­tricht Grad­u­ate School of Gov­er­nance / UNU-MERIT (Maas­tricht Uni­ver­si­ty)​

The world of pol­i­cy and pol­i­tics, gov­er­nance and gov­ern­ment can be murky with seem­ing­ly trans­par­ent and tan­gled con­nec­tions. Who gets to define the agen­da, what type of pol­i­cy will come to the fore and who is account­able? This course sheds light on some of these con­cepts using the work of respect­ed authors in the field. It allows learn­ers to under­stand how a crit­i­cal ana­lyt­ic and descrip­tive frame­work can help under­stand who is involved in the pol­i­cy process, how it oper­ates and ulti­mate­ly leads to a dis­cus­sion about who is account­able. The answers to these ques­tions help lay a sol­id foun­da­tion for fur­ther explo­ration of pol­i­cy analy­sis and for­ma­tion in oth­er cours­es.

By the end of the course stu­dents should be able to:

  • Under­stand the dis­tinc­tion between pol­i­cy and pol­i­tics; gov­ern­ment and gov­er­nance
  • Under­stand how the nation­al polit­i­cal dis­course affects pol­i­cy mak­ing and deci­sion mak­ing
  • Under­stand the stages of the pol­i­cy cycle and their inter­ac­tions
  • Be able to think crit­i­cal­ly about the actors in the pol­i­cy mak­ing process in their own coun­try and the influ­ences and moti­va­tions they may have in the pol­i­cy process
  • Be able to dis­tin­guish between out­puts and out­comes, mon­i­tor­ing and eval­u­a­tion
  • Under­stand the impor­tance and rel­e­vance of the pol­i­cy process and all stages of the pol­i­cy cycle, there by lay­ing an impor­tant foun­da­tion for the next course on the tech­niques for mon­i­tor­ing and eval­u­a­tion
  • Over­all, the stu­dent should be able to crit­i­cal­ly reflect on the lit­er­a­ture pro­vid­ed and be able to dis­till this knowl­edge into their own coun­try con­text.

The course is offered as a self-paced e-learn­ing course, pro­vid­ing flex­i­bil­i­ty to the stu­dents to enter and com­plete the mod­ules at their con­ve­nience. The teach­ing mate­ri­als con­sist of lec­tures and lec­ture-style slides with manda­to­ry and rec­om­mend­ed read­ings for fur­ther under­stand­ing. There are also case stud­ies pro­vid­ed which will form the basis of the writ­ten assign­ment. At the end of each unit there is a self-assessed quiz to help the learn­er mea­sure their under­stand­ing. Orga­ni­za­tion­al ques­tions may be direct­ed to the IT admin­is­tra­tor and course coor­di­na­tor while tech­ni­cal ques­tions can be direct­ed to your tutor in the online learn­ing envi­ron­ment. The course is designed to be 56 hours, includ­ing view­ing the online lec­tures, read­ing the manda­to­ry read­ing mate­ri­als and par­tic­i­pa­tion in the online tuto­ri­als.
