Social Protection Face-to-Face Courses

Our 2020 social pro­tec­tion face-to-face cours­es will be post­poned to 19th April — 21st May 2021 due to cur­rent trav­el restric­tions. They will take place on the cam­pus of the Hei­del­berg Insti­tute of Glob­al Health. All cours­es are taught through a com­bi­na­tion of lec­tures, sem­i­nars and group activ­i­ties and include a short test on the last day. As part of the cours­es, we will also sched­ule trips to rel­e­vant insti­tu­tions. The cours­es are sched­uled so that all five cours­es com­pro­mis­ing the Cer­tifi­cate in Social Pro­tec­tion can be tak­en with­in a five week peri­od. Alter­na­tive­ly, cours­es can also be tak­en indi­vid­u­al­ly. All cours­es are accred­it­ed by the Uni­ver­si­ty of Hei­del­berg.

B1. Introduction to Social Protection 19.–23.04.2021 (1.5 ECTS)

In Coop­er­a­tion with AOK Inter­na­tion­al Con­sult­ing

This course is designed to give par­tic­i­pants an in depth under­stand­ing of the needs of social secu­ri­ty and the means for its achieve­ment. We will cov­er the strengths and weak­ness­es of dif­fer­ent approach­es towards social secu­ri­ty, while keep­ing coun­try-spe­cif­ic cul­tur­al, his­toric and eco­nom­ic cir­cum­stances in mind. At the start of the course, key terms will be defined in order to cre­ate a com­mon under­stand­ing. Then the devel­op­ment of the Ger­man social security/social insur­ance will be cov­ered and cur­rent chal­lenges will be dis­cussed with Experts from AOK. Each ele­ment of social secu­ri­ty will be dis­cussed regard­ing the rel­e­vance for our par­tic­i­pants’ home coun­try sit­u­a­tion.

This course will give answers to the fol­low­ing ques­tions

  • What encom­pass­es social secu­ri­ty?
  • What are the means and instru­ments for the achieve­ment of social secu­ri­ty?
  • What are the indi­ca­tors for social secu­ri­ty?
  • How is social secu­ri­ty agreed upon in Ger­many and what are the spe­cif­ic means for imple­men­ta­tion, how do they work and what do they achieve?
  • What are the dif­fer­ences com­pared to oth­er coun­tries’ approach­es includ­ing the home coun­tries of our par­tic­i­pants?
  • Where are the strengths and weak­ness­es of dif­fer­ent approach­es towards social secu­ri­ty?
  • What are use­ful ele­ments applic­a­ble in the par­tic­i­pants’ home coun­tries?

This course will take place at the Hei­del­berg Insti­tute of Glob­al Health from April 19 — 23. 

The course mate­r­i­al will be cov­ered in a mix­ture of lec­tures, sem­i­nars and group activ­i­ties. Lec­tures will be held by both fac­ul­ty of the Hei­del­berg Insti­tute of Glob­al Health and experts from AOK Inter­na­tion­al Con­sult­ing. In addi­tion, we are plan­ning a vis­it to a rel­e­vant pub­lic health insti­tu­tion.

Assess­ment: In order to receive a cer­tifi­cate, par­tic­i­pants take a short test at the end of the course and par­tic­i­pate in a group activ­i­ty.

B2. Business Administration in Social Protection 26.–30.04.2021 (1.5 ECTS)

The Busi­ness and Admin­is­tra­tion course teach­es par­tic­i­pants the skills nec­es­sary to imple­ment social secu­ri­ty instru­ments in their spe­cif­ic coun­try con­text. Par­tic­i­pants will learn essen­tial ele­ments of busi­ness admin­is­tra­tion, i.e. role of mar­ket­ing, input fac­tors, man­age­ment, qual­i­ty man­age­ment and busi­ness dynam­ics. Based on this knowl­edge, they devel­op a cus­tomer ori­en­ta­tion. Par­tic­i­pants devel­op strate­gic skills in social pro­tec­tion.

By the end of this course par­tic­i­pants will:

  • Know the most impor­tant instru­ments of social secu­ri­ty with regard to busi­ness man­age­ment.
  • Be able to imple­ment these instru­ments in the con­text of their own coun­try.
  • Be famil­iar with the essen­tial ele­ments of busi­ness admin­is­tra­tion.
  • Have an under­stand­ing of core busi­ness strate­gies in the social pro­tec­tion con­text.

This course will take place at the Hei­del­berg Insti­tute of Glob­al Health from April 26 — 30.

B3. Controlling in Pension Systems 03.–07.05.2021 (1.5 ECTS)

In Coop­er­a­tion with the Ger­man Pen­sion Fund

This mod­ule will give a com­pre­hen­sive overview of the old age secu­ri­ty in Ger­many with a par­tic­u­lar focus on recent reforms and chal­lenges for the old age secu­ri­ty sys­tem in Ger­many. The par­tic­i­pants will under­stand the basic prin­ci­ples of old age secu­ri­ty in Ger­many and rea­son­ing and polit­i­cal dis­cus­sions with regard to the objec­tives of the pen­sion sys­tems, pay-as-you-go and fund­ed pen­sions, the retire­ment age, pover­ty among pen­sion­ers and the income sit­u­a­tion of pen­sion­ers in old age. The par­tic­i­pants will also learn more about the spe­cif­ic design of the Ger­man pen­sion sys­tem in a Euro­pean per­spec­tive, get an overview of the cur­rent Euro­pean fis­cal cri­sis and its impact on pen­sion sys­tems and analyse dif­fer­ences and sim­i­lar­i­ties of the pen­sion sys­tem in their home coun­try.

The par­tic­i­pants under­stand the organ­i­sa­tion of the old age secu­ri­ty sys­tem in Ger­many, in par­tic­u­lar:

  • Devel­op­ment and recent reforms in old age secu­ri­ty in Ger­many
  • Spe­cif­ic fea­tures of the pen­sion sys­tem design in Ger­many and an in-depth under­stand­ing of the tech­ni­cal ele­ments of the pen­sion for­mu­la.
  • Dif­fer­ent meth­ods of financ­ing pen­sions, the role of fund­ed pen­sions in Ger­many and reforms intro­duc­ing changes in the pub­lic-pri­vate mix.
  • Labour mar­ket par­tic­i­pa­tion of the elder­ly.
  • The income sit­u­a­tion of pen­sion­ers today and in the future.
  • An assess­ment of the pen­sion sys­tem in Ger­many in Euro­pean per­spec­tive, what are the advan­tages and disadvantages/challenges of the Ger­man sys­tem in com­par­i­son to oth­er Euro­pean coun­tries.
  • Recent devel­op­ments on Euro­pean lev­el in pen­sion poli­cies, in par­tic­u­lar relat­ed to the eco­nom­ic and fis­cal cri­sis and its impact on nation­al pen­sion poli­cies.
  • Par­tic­i­pants describe com­pre­hen­sive­ly the orga­ni­za­tion­al struc­tures of Ger­man author­i­ties and the struc­tures and func­tions of the Ger­man Pen­sion Insur­ance. Par­tic­i­pants clar­i­fy the man­age­ment and con­trol func­tions in the Ger­man Pen­sion Insur­ance. Par­tic­i­pants get an insight in the over­all admin­is­tra­tion of a region­al pen­sion insur­ance car­ri­er DRV Spey­er.

This course will take place at the Hei­del­berg Insti­tute of Glob­al Health from May 03 — 07. 

The course mate­r­i­al will be cov­ered in a mix­ture of lec­tures, sem­i­nars and group activ­i­ties. Lec­tures will be held by both fac­ul­ty of the Hei­del­berg Insti­tute of Glob­al Health and experts from the Ger­man Pen­sion Fund. In addi­tion, we plan to vis­it the Pen­sion Fund.

B4. Controlling in Health Insurance 10.–14.05.2021 (1.5 ECTS)

In Coop­er­a­tion with AOK Inter­na­tion­al Con­sult­ing

The objec­tive of this course is to pro­vide par­tic­i­pants with the abil­i­ty to under­stand the sig­nif­i­cant require­ments and advan­tages of con­trol­ling instru­ments with regards to health insur­ance for an insti­tu­tion. Par­tic­i­pants will learn to inter­pret results of con­trol­ling for their respec­tive insti­tu­tion and to ben­e­fit from them by means of mod­i­fi­ca­tion process­es. The par­tic­i­pants get an overview of the account­ing and con­trol­ling mech­a­nisms of hos­pi­tal as a ser­vice provider via appli­ca­tion of the diag­no­sis-relat­ed groups (DRG) accoun­tan­cy method.

The course will enable the stu­dents to:

  • Describe the process of bud­get­ing at the nation­al lev­el and mod­els of fund trans­fer and con­trol.
  • Cat­e­gorise the prin­ci­ple tools and the­o­ries used in finan­cial man­age­ment and plan­ning.
  • Crit­i­cal­ly dis­cuss the need for inter­nal and exter­nal con­trols and design sys­tems to pre­vent finan­cial fraud and abuse at the insti­tu­tion­al lev­el.
  • Recog­nise the pros and cons of Diag­nos­tic-relat­ed groups (DRGs) case-based financ­ing struc­tures and their impact on stake­hold­ers with­in health sys­tems.

This course will take place at the Hei­del­berg Insti­tute of Glob­al Health from May 10 — 14. 

The course mate­r­i­al will be cov­ered in a mix­ture of lec­tures, sem­i­nars and group activ­i­ties. Lec­tures will be held by both fac­ul­ty of the Hei­del­berg Insti­tute of Glob­al Health and experts from AOK Inter­na­tion­al Con­sult­ing. B5. Monitoring and Evaluation of Social Protection Systems 17.–21.05.2021(1.5 ECTS)

In Coop­er­a­tion with Maas­tricht Grad­u­ate School of Gov­er­nance / UNU-Mer­it (Maas­tricht-Uni­ver­si­ty)

The goal of this course is to train par­tic­i­pants in pub­lic pol­i­cy mon­i­tor­ing and eval­u­a­tion. The course starts with an overview of the pol­i­cy process and the actors that are involved in it. The course high­lights the role of pol­i­cy analy­sis from the begin­ning, cov­er­ing a range of dif­fer­ent strate­gies and approach­es. Unique about this course is the strong focus on train­ing applic­a­ble skills. Par­tic­i­pants take part in skill ses­sions, learn­ing how to write pol­i­cy mem­os, to struc­ture pol­i­cy prob­lems, to fore­cast and iden­ti­fy poten­tial pol­i­cy out­come and to iden­ti­fiy pre­ferred poli­cies to be imple­ment­ed. Dur­ing exceris­es, par­tic­i­pants prac­tice to con­duct data analy­sis, to eval­u­ate meth­ods quan­ti­tave­ly and qual­i­ta­tive­ly and to present pol­i­cy analy­sis.

  • Prac­ti­cal intro­duc­tion to how pub­lic pol­i­cy is ana­lyzed.
  • Devel­op the skills required to define and crit­i­cal­ly ana­lyze pol­i­cy issues,
  • Decide on rel­e­vant deci­sion-mak­ing cri­te­ria for pol­i­cy analy­sis,
  • Eval­u­ate alter­na­tive solu­tions
  • Mon­i­tor­ing and eval­u­a­tion of imple­ment­ed poli­cies,
  • Assess the means and costs of imple­men­ta­tion
  • Apply the­o­ret­i­cal knowl­edge to social pro­tec­tion cas­es.

This course will take place at the Hei­del­berg Insti­tute of Glob­al Health from May 17 — 21.

The course mate­r­i­al will be cov­ered in a mix­ture of lec­tures, sem­i­nars and group activ­i­ties. Lec­tures will be held by both fac­ul­ty of the Hei­del­berg Insti­tute of Glob­al Health and fac­ul­ty of the Maas­tricht School of Gov­er­nance. In addi­tion, we are plan­ning a vis­it to a rel­e­vant pub­lic health insti­tu­tion.
